IIR, such approaches were called "lazy secretary algorithms" back in the (?)70's. Your agent (secretary, computer, whatever) was expected to present the appearance of nearly perfect and up-to-date paperwork...in the face of messy realities and limited resources. Including her own limited time, to run around a big office building with paperwork. (Probably in heels, it being the sexist 70's.) A savvy-enough secretary could do an extremely good job, at least from the boss's PoV. And to reflect that last bit, the metrics for "nearly perfect" could change over time, based on what the bosses were currently focused on.
